Decriminalization of Arms Possession and Production
Advocacy campaign initiated by the Glory UA Charitable Foundation
An advocacy campaign supporting Draft Law #11073 on the decriminalization of arms possession and production for defense forces.


Campaign Objective:
To raise awareness among the public and key stakeholders about the need to adopt the draft law, and to mobilize support from Members of Parliament and civil society.

A petition to the President of Ukraine surpassed 25,000 signatures.
Civic leaders and public influencers played a key role in amplifying the petition, which was actively shared across thematic communities and advocacy networks.



The President’s response acknowledged that
“Ammunition production requires neither permits nor licenses”
In March 2024, Draft Law #11073 was officially presented at a press conference featuring media, MPs, and weapons manufacturers.

The bill proposes decriminalizing arms production and peaceful possession by repealing Articles 263 and 263-1 of the Criminal Code of Ukraine.
The issue was covered on social media and in the press, generating over 500,000 views across national and regional platforms and thematic communities.




Crucial questions were voiced in the Verkhovna Rada, with commitments from the Minister of Internal Affairs and the Prime Minister to address the obstacles.
Results
- The issue remains highly relevant and on the legislative agenda. However, the bill currently remains stalled in the Law Enforcement Committee, hindering the country’s defense capabilities.
